For the reasons I mentioned in the first words of my post; that expressing a desire is a completely different matter than enforcing it which I mentioned as the “implementation”.
I’m reserving my opinion of the Pope’s message until I read a direct translation. I’m not happy with what’s been reported, but initial reports aren’t always reliable.

Your cautionary point about translation and AP motive is well-taken, believe me. However, comparing a desire to have politicians implement the iron fist of government in matters that are none of their business with politicians actually implementing the iron fist of government in matters that are none of their business is a distinction almost without difference.
