The problem is not with the higher wages—the problem is if wages are so low in one place as to not allow people a human mode of living—especially if their employers are doing very well.

Which would not be possible with “unfettered capitalism”. If these people live in a state where the government makes them have no choice in the matter then it is very much fettered.
