Remember, the Pope is addressing this to the world. Read this Paragraph and pretend that you are Mexican or Brazilian (are you familiar with the Brazilian death squads?)

He is suggesting that one looks at the root of unjust systems. I think an example closer to home would be that of the black urban culture attributable to LBJ. He isn’t saying that the solution is to up the amount of welfare, but he is saying that there is a problem here that people ought to think about solving. Going to the root is something that generally isn’t done.

That is exactly what he's saying =>

We need to be convinced that charity “is the principle not only of micro-relationships (with friends, with family members or within small groups) but also of macro-relationships (social, economic and political ones)".
