The cities have sign ordinances but enforce them only when it is expedient or to harass someone who doesn’t agree with them.

An ordinance crafted in such a way that it could sit dormant, but be conveniently available when needed to harass or accuse. It sure seems that way with a lot of regulations and policies these days. Impossible and wholy impractical to adhere to. Obviously they are not designed for up front proper use and guidance, but as capricious, backhanded wollups when violators need to be smacked into line. A beast.gov variant of the Knockout Game.
