As with Columbine. The police will not enter such a situation until the guy with the gun is dead. If he kills a few more or many more, well that is unfortunate. The highest duty of the Police is to maintain the comfort and safety of the Police. Second is raising revenue. Dealing with public safety and violent criminals comes somewhere down the list.
