Had a cop been shot first with an officer down call the response would have been totally different.

Exactly right. Which is why the Constitution, the safety of the citizenry, indeed, the rule of law all have to be subjugated to the mighty idol of "officer safety". As long as cops have that, and donuts, and the occasional tail on the side (willing or unwilling), they are happy campers. Constitutional oath be damned, right, cops?
