How do they know that “intent” was to use it to conceal drugs for trafficking?

Do the cops have one of those Minority Report Machines?

If you could bring this story through a time machine to 1970, a reader of 1970 would assume that we had lost World War III to the communists.

Apparently cops are mind readers now and you can get busted for THINKING about doing something wrong.

I won’t say what I am thinking because they may be listening.

They don't. And we're getting to the point where we can no longer assume contraband means drugs. It could be cigarettes, light bulbs, ammunition, or laundry detergent.

The cops don’t have to know, that’s the proscutions job. They could decide to drop the case, or proceed to trial on no other evidence what so ever.
