Our dearly beloved Prez Bush made them Federal Cops, they go through FLETC just like other fed cops and when other federal police divisions need assistance they are sent TDY to that area as backup.
IMO they are not professional cops though, a professional cop outfit has a LEO chain of command with some politician near or at the top. NPS cops have a supervisor, then report to the Superintendent who is a green nut job. Also a NPS cop is not screened for psychological defects like a FBI guy would be or expected to have a degree related to being a LEO.
