You are correct, but if the executive declared the congress dissolved, not a single senator or representative would pay any attention. They would keep gathering and keep paying themselves. And if they really got pissed off, they could remove the executive from power.
These days, I’ll believe it when I see it (aside from them still getting paid...we’ve see that all too well even recently)
