One thing I can’t figure is if this is just a gentleman’s agreement on procedure. What is to stop an supposed majority in both house, senate, and presidency from pulling a Samuel Chase on every judge they don’t like and appointing their own list someday?

I don’t think Article 1 or 2 state that 2/3 majority is necessary for impeachment. And the House is free to interpret “high crimes and misdemeanors” any way they want.
