I’ll give the Dems props... they had the guts to do it. The Republicans never did.
Frist and McConnell were ready to pull the trigger, and 7 GOP senators, McCain, Collins, and 5 others, signalled they would vote AGAINST. Frist couldn't get 50 votes to support the change.
Anyway, you are correct. The GOP as a whole lacked the fortitude to carry it out. But I'm more pointed in my criticism, as most of the GOP (which was in the majority in the Senate at the time) was more than ready to go for it.

The funny thing is, the only real outcome will the massive influx of Judge Impeachment hearings in the future, as everyone will want to impeach those they don’t agree with to stack the courts with those who tow their party line.
Once Republicans take control of the Senate, it is probably likely they start gutting the 9th of that partisan, unconstitutional bunch - and Obama will have a bitch of a time getting the seats filled since anyone he puts up that isn’t constitutional enough will be regected by the then majority party
