I wouldn’t have pulled over myself. If it is not an official stop then I have no intention of pulling off my designated route

How would you know whether it was official or not?

Because they told the driver it was voluntary. They asked her to pull into the parking lot area for a voluntary program

DUI checkpoints are identified as such. If they are looking for a bad guy in the car (i.e. a road block) they tell you so.

Exactly! If a driver was deemed to be DUI, he would or should be immediately taken off the road. Now what do they do, let him drive on? I doubt it. It smacks of a routine checkpoint.
