You have to read the article carefully. In the title they say "enrolled", but in the article they say "filled out an application"

That was one of the major screw ups with the website, which required that the application be filled out before the applicants could browse the plans. Of course there were many, many people who were not potential enrollees but filled out the application only because of curiosity about the plans, so that number of applications is probably not an accurate number.

That was not a screw up. That was clearly by design.
