I don’t think there was a massive conservative non-vote, but definitely some.

There were two factors for the relatively low GOP turnout -- some 4-to-6 million short, as I recall.

1. Some conservatives stayed home. For sure.

2. The Republican GOTV effort was a total failure; Romney's touted computer-guided effort was a bigger flustercluck than Healthcare.gov.

I've no idea how to allocate the shortfall.

That's what I marvel at. That if you had to remind someone to vote in the 2012 election—especially if they had a computer—they probably weren't going to vote for Romney.
