The explaination is quite simple -
He is incompetant and lazy.

And he doesn’t have a clue how things work in the real world. In his ivory tower world you simply tell people to do it and it magically gets done. No follow up, no management.
It became clear when he claimed that “you didn’t build that” when he was referring to the private sector and completely ignoring the fact that people in the private sector work their tails off.
Yep, worse than Carter … far worse.
The man has absolutely zero executive experience. He has never worked any any real job except Baskin Robbins. He has never run a business (or anything else). Why is this inexplicable. I think a better word is completely predictable.
