Easy solution. Arrest the parents and older children, and remove the younger children from their parents and put them into foster care. Charge the parents with not just shoplifting, but contributing to the delinquency of minors.
Kids in a household like this are seriously damaged, mentally and spiritually. It would take a very special foster family to salvage them.
