This ruling that WA State residents will not be allowed to keep their insurance is not a rebuke of Obama, but statement of support.
WA State was way ahead of the feds on Obamacare. Gregoire shoved through the set up of the state exchanges and other regulations before the Supreme Court even ruled on the constitutionality of the law. She did it because the State Attorney General had signed onto the law suit against Obamacare without her permission.
What the insurance commissioner is saying is that with or without the feds, WA is going forward with the plans for socialized medicine.

However based on the sign-up numbers, so far only 106,000 in the entire USA have signed up for 0dumb0Care, 27,000 in the Fed website debacle and only 79,000 in 15 state exhanges, which includes WA state. So demoCRAP WA insurance commissioner, it does not look like residents of your own WA state are flocking to 0dumb0Care either.
Let's see 106,000 signups, only 300 million left to go. /s
