Of course it didnt. Many cars were destroyed who were in good condition and could have been sold to people who couldnt afford a brand new car And someone with a car of their own isn't utterly dependent on public transportation.
That is unacceptable to a statist.

Many cars were destroyed who were in good condition and could have been sold to people who couldnt afford a brand new car The program was designed to target for destruction cars which were in good condition, since it only accepted cars which had been owned for a year or more by someone who was buying a new car. People who are able to afford a new car are far less likely than the population at large to keep a car which is isn't in good shape.
