The Navy would be very confused by that rank.

He is a Lt. Commander I think.

I agree that he could be a lieutenant commander, but lieutenant colonel is both an Army and a Marine rank (Lt Col Oliver North, for example), and the other chaplain was a major. Therefore, I’m thinking we’re talking about a program run with chaplains from either the Army or Marines. However, the Marines would also train with the Navy, so either way, I’m ok with it.
