The devil really is out to create dystopia. The devil is out to destroy, that is, kill. He cannot do it himself so he tempts men to kill for him. Creating heaven on earth, utopia, is a steep and muddy slope to dystopia guaranteed. Just a hop, skip and jump to mass murders.
