Right you are. An apology implies an admittance of one's own culpability. What he said was, "I am sorry that they are finding themselves in this situation based on assurances they got from me." He is not say that those 'assurances' were false or even inappropriate.

It's like me saying, "I'm sorry that children are starving in Africa." Useless!

All he needed was a sentence with ‘sorry’ in it. The media will help the low info voter will think he’s saying they lost insurance.
