I do not believe that Virginia had a say when West Virginia was made up out of whole cloth.Not true. The split was approved by the Virginia legislature -- or what the Federal Government recognized as the Virginia legislature, "The Restored Government of Virginia" which was based in what is now Wheeling, West Virginia. The Constitutionality of the split, while dubious at the time, was nevertheless upheld by the US Supreme Court in 1871 and is settled law.
