Way too complicated. Vote counts in wealthy Democratic areas tend to get done right quick. The reason they're slow in poor Democratic areas is because there's more coordination involved and also because affirmative action means that there are a lot more poll workers who make typical fast food workers look like models of German efficiency in comparison.
It’s the same computerized systems. The precinct in Pocahontas Va probably isn’t run by a Rhodes Scholar either but they get their numbers in on time.
