Colorado election results. Amendment 66 is trying to change taxation laws in CO, a lot of out of state money poured into the campaign for raising taxes (Bloomberg, Gates).

Just like in Canada where our cigarette taxes are insanely high. There is a massive black market in cigarettes and you’ll find everyone from lawyers to doctors to businessmen smoking them on a regular basis. A 25-pack of cigarettes can cost anywhere from $10 to $12, depending on which province you are in (prices seem to range from $5 in red states to an insane $14 in New York). When you charge confiscatory taxes for any product, people will find a way around it.
