For paper shufflers, the work doesn't go away just because they're not at the office. It just piles up. When they get back, they are responsible for catching up.

OMG, my sides hurt! What a bunch of hooey! Govt workers are depts that are so interdependent and incestuous, the blame is NEVER fully pinned on any one person. Give us a break! Poor widdle govt workers,,still had a job at the end of their paid three weeks..OOPs, but they are so behind,,,,good grief!
