KC SHOULD NEVER CONCEDE until their there is a recount. This election WAS STOLEN.
If it’s within .5% the recount is free in Virginia.
It does not matter whether KC concedes or not. A concession is a gracious gesture to the winner...that is all it is. The winner of the election gets to take office whether or not the loser concedes.
