Probably true but not a given. While the shutdown hurt the GOP, especially in VA, Obamacare outrage will also have died down a bit by then. The key will be for the GOP to constantly beat the Obamacare drum just like the Rats did with Iraq.
The outrage will grow, not diminish. Wait until the employers drop tens of millions off of company insurance plans, Or people find out that they can't use the hospitals and doctors they want.
