Now there is a turn of phrase I am absolutely certain was dreamed up by the Center for American Progress, or at an equivalent Progressive think tank.
It is a nearly pure form of propaganda designed to appeal to each of the Democrats' main constituent groups.
Please allow me to translate from the original Propagandese:

I actually agree with you that the women of this country are, by and large, stupid. And yes, I am one.
To actually think that “access to birth control” (i.e., free pills and abortions) is so important to women that it trumps jobs, the economy, the deficit, and personal freedoms is mind numbing.

The chief fallacy of Progressivism is that all human progress militates in the direction of collectivism and away from the individual. Anything or anyone that pushes back is instantly branded as "reactionary" and as an "enemy of Progress".
