This is probably symbolic of obamacare in general. If your obamacare doctor removes the wrong kidney, obamacare sends you back to the same doctor to try again.
It just a kickback scheme. His right hand is full of bribes. I could be wrong, but I think Nixon was charged with bribery, too.
