ANNAPOLIS, Md. (AP) — The state of Maryland and attorneys representing historically black colleges have agreed to attempt to mediate a resolution to create high-demand academic programs at the schools, a spokeswoman for Gov. Martin O'Malley confirmed Thursday.
The announcement comes after U.S. District Judge Catherine Blake issued a 60-page ruling in October after years of debate in Maryland, where all four of the state's historically black colleges are a short distance away from at least one traditionally white college. While Blake did not find fault with two other policies examined in the case, she found the state is violating desegregation law by perpetuating the duplication of programs at predominantly white colleges.
"The parties have agreed to attempt to mediate the remaining issue in the case, and U.S. District Judge Paul Grimm will serve as the mediator," Dori Henry, an O'Malley spokeswoman, said.
In her ruling, Blake noted that during the 1960s and 1970s, Maryland's historically black colleges began offering unique, high-demand programs and attracted significant numbers of white students.
"Rather than building on that progress, however, Maryland made very large investments in (traditionally white institutions), particularly newly created Towson and (University of Maryland Baltimore County), that undermined preliminary gains in desegregation," Blake wrote. "These investments included further duplication of programs at already existing" traditionally white institutions "and creating new public institutions in geographic proximity" to existing historically black institutions.
Blake specifically cited the joint University of Baltimore and Towson University MBA program, which was developed in 2005 over Morgan State University's objections, as an example of the state failing to address the duplication problem. Morgan State is a historically black university.

So we are supposed to believe that “black” colleges wish to not be black colleges? Yea, right.
I’ve goat $100 that says they would be suing to maintian their identity of too many white students were coming, OR more likely they just would be refusing enrollment to them.
So black colleges in Maryland are lobbying to elevate their graduation statistics by garnering more white and Asian enrollees? And a federal judge decided the best way to deliver that result would be to give the black colleges some exclusivity in curriculum?
That would be like giving Tiny Airlines the exclusive rights to fly into Orlando and California, and giving USAir the flights into Peoria and Bugtussle. How would this judge solve the new problem of a disappearance of black students from the valedictory plateau?
A bigger question is: aren’t all-black schools an anachronism? By its definition isn’t an all one type of ethnic institution not inclusive, not diverse, not representing America? Of course they aren’t. All black schools are manifestations whose time has long passed. Best be rid of all of them.
I had a black suit when I was in college.
It was a sharp suit, especially when I wore it with a red tie, starched white shirt, and black wing-tips.

Diversity really means non-white.
Exact thing happened in savannah, ga in an attempt to attract white students from armstrong state college to black savannah state college.
They moved Armstrong’s very successful Business program to savannah state college. Savannah State’s program quickly became a watered down version of Armstrong’s curriculum and was essentially nothing more than a diploma mill. However, a small college one hour away saw their business degree program explode with students who wanted a respected diploma.
