This reminds me of candidate Obama's promise that he would "create millions of jobs".
When he discovered this promise was being examine he changed the rhetoric to "SAVE or create millions of jobs".

The main difference here is that George W. Bush’s sixteen words were actually true. The same cannot be said for Obama’s.
Once the law was passed, they had to make the "If you like a insurance, you can keep your insurance. PERIOD." claims a lie, because those tens of millions of Americans with individual insurance plans had to be forced into the exchanges. ObamaCare is simply actuarially impossible without them.
Thus, notwithstanding language in the ACA grandfathering existing plans, the IRS adopted regs effectively making most such plans illegal.
