Interesting, I got an old Gulf road map of Florida from around 1936 showing Virginia Beach near Biscayne Bay as "colored".

Yup, you’re absolutely correct - it’s the “colored” beach on Virginia Key. Dodge Island is the man-made one to the northwest of Virginia Key.
