A week after the contractors who built HealthCare.gov blamed the Obama administration for the site's failures, the administration is shifting the blame right back.
Health and Human Services Secretary Kathleen Sebelius will tell a House committee tomorrow the site's botched rollout was the result of contractors failing to live up to expectations – not bad management at HHS, as the contractors suggested.
"CMS has a track record of successfully overseeing the many contractors our programs depend on to function. Unfortunately, a subset of those contracts for HealthCare.gov have not met expectations," Sebelius said in prepared testimony for tomorrow's hearing before the Energy and Commerce Committee.

It is the management function of HHS to make sure the contractors deliver. No adequate oversight = bad management at HHS. No test plan = bad management at HHS.
The user / functional area expert is the one to write the test plan specifications, or at least sign off on them, after fully understanding them.
Seb-u-looser did not even demand testing! That is not bad management really it is malfeasence.

Of course, these contractors have already received their millions of dollars. They could care less. Only the Democrats, Leadership, and media are spinning everything to keep from telling the truth….. we did this to make it horrible so that you would LOVE national health care!

Why blame an innocent contractor. Clearly, this was the work of the evil George W. Bush (aka “Snowball”).
The hands-off = bad management practices of HHS really serve to funnel taxpayer dollars by the millions and billions to favored contractors; that objective met. Which is why she still has a job? maybe?
Getting the contractors to perform, apparently was not part of the understood deal. The later and the worse the delilverable, the more money can be funneled from the taxpayer to the favored ones. Which, by the way, is STILL HAPPENING!
Too bad they let it get so out of hand that it has blown up in their faces for all to see. Usually, I am thinking, this process is “business as usual” in the current regime. They are indeed still shovelling taxpayer money by the ocean full to the same bunch of favored contractors for the “fixes” . . .
So the mission still being accomplished?? as the feeble excuses are being made, they are still funnelling our money into a black hole, and no one is stopping it.
Who has the last laugh afterall? I guess she can spew excuses that any sane person would laugh at — but how in the world is she still allowed to accomplish her real mission of money laundering??
