All citizenship is governed by Congress.

Gotta disagree with you there and so does SCOTUS. Citizenship acquired through the Constitution cannot be revoked by Congress without that citizen's consent. Citizenship acquired by statute can be revoked by an act of Congress. See Rogers v. Bellei

Congress cannot govern 14A citizenship. It can only affirm such citizenship.

Maybe we're saying the same thing but disagree on the definition of "govern."

My answer is that the request for Obama’s birth certificate underscores that the citizenship must be verifiable. Congress can determine what constitutes verification.

No such thing.

Man, you guys love to create fancy sounding phrases like “Citizenship acquired through the Constitution” and “legislative enactments of Public Laws” that are just, well, Conspiracy Theorists Stupid. CTS, a new phrase for people wanting to sound educated in law and make up phrases never heard by anyone before but make no sense whatsoever.
