However, and this the relevant component here, I think, the bidding process can also be abused by those in power who determine the parameters and are so inclined to reward their friends. In these scenarios it's often instructive to follow the money and carefully trace relationships among formal and ideological guilds.
Thoroughly investigating precisely why this contract was awarded to CGI Federal is vital and ought to be part of the hearings. It looks really unsavory on its face, that's for damn sure.

I think that once you are awarded a contract, you should never be allowed to go over budget
I guess they went to the White House to personally pick up their check for $600 million. I wouldn’t want to trust a check in the mail for that amount either.

Two comments: 1.) I didn’t know the Obamas celebrated Christmas. 2.) Looking at the photo just oozes affirmative action. Each and everyone of them needed special treatment to get where they are.
