You know, Israel always has to wait for it and then retaliate. Those are the UN/world ground rules that apply ONLY to Israel and no other nation.
In the 1973 Yom Kippur war, Israeli INTEL wanted to launch a pre-emptive strike against Egypt in the Sinai but the then Prime Minister, Golda Meir hesitated for fear that she would not have Nixon's support if she initiated a war, so, she waited and took a terrible, punishing “surprise” attack by Egypt and Syria.
Israel always has to take into account world opinion even though, it is always against them...a waste of lives.
