I don't see in my copy of the Constitution where authority was given to the federal government to regulate drugs.

The most remarkable thing is that, in 1917, the Congress knew very well that to prohibit and criminalize C₂H₅OH, they had to amend the Constitution.

In 1968, when they wanted to prohibit and criminalize C₂₁H₃₀OH, they just wrote a law.

What changed?
