Wow. Where's all the money going? From the article:
the corporation requires immediate access to consultant services to assist in policy and procedure development, training, surge capacity, and call center assistance, and stated that CGI Federal Inc. could provide such services.
Does any of that sound like actual housing or is just funding another ACORN type group? What about FEMA? Aren't they involved in stuff like this?

No it doesn’t but it does sound pretty much like the same pattern of babble that we are hearing about ObamaCare.
