This has been said before, but this same statement could be made about the 2nd Amendment, or any of a number of now-repealed laws such as Prohibition, Male-only Suffrage, Slavery, prevention of private ownership of gold, and so on.
Add immigration to that list. We have immigration laws on the books but Obama has selectively chosen not to enforce them and is politically debating them.
