That is the fault of the law itself that requires an arrest be made in every domestic violence call.
The idea of ‘kill them all(make the arrest) and let god (the court system) sort them out’ of course they get to bank the bond money at interest and the local Bar associate gets a nice fat pay day to take care of greasing the palms of the prosecutor and the judge to get the case dropped or lowered.
You bet, in most cases, it’s all about looting their money...
Ya go into these courts nowadays and they have more cash registers than a super walmart...
