This is true...harse don left duh barn.......but I think this is a shrewd political manevuer - never be even brought to floor let alone passed and signed.

Undoubtedly, every policy in effect as of X date would be grandfathered in.

Johnson's bill will clear the House -- if the House Republicans are smart.

But it will be a dead letter in the Senate.
