Having seen various uniform boards come and go...the truth is that the old guard of each service...run the board (not political figures or the President). Unless you can get a four-star to come out and demand a change...the old guard on the board keep things generally moving forward...changing little unless necessary.
For those remember the Air Force period of the early 1990s....the Generals got into the mess...demanded a dozen major changes, and almost all were undone within three years.
I could bring up the Air Force ‘ice cream’ suit for field-grade officers. My boss at the time had 27 years in and wanted a parade at the unit for his retirement. The wing commander agreed, but stipulated sixty days before the event....that this retiring Colonel had to buy the ice cream suit as part of the parade deal. As I remember it...total cost for shoes, hat and suit came just over $1,000...and the Colonel never wore it again.
There were epailets on the flight suits. They were referred to a Elvis suits and were thrown out as soon as the idea maker retired
