What does UCLA President Janet "Big Sis" Napolitano (fresh off her stint as Homeland Security Czar) have to say about this?
They’ll just schedule a “Free Flu Shots for Vets Night” at the ballpark each season and claim they’re in compliance.
Who owns the land?

Simple solution.
Let the Vets move into the UCLA dormitories, then give them a cafeteria meal card.
(I know, a college cafeteria meal card could be considered “cruel & unusual punishment”. At least it was a “Ptomaine Hall” at Ga Tech in the ‘60’s)
