Police on the street have LOTS of DISCRETION on what they do OR DON'T DO. So don't give me that BS that your "hands were tied."

The police have always had discretion whether or not to make arrests.
Similarly, the District Attorney has discretion to reduce or drop the charges.
I wouldn't go so far as to call the officer a "Nazi," however, the chief knows darn well that his officers could have let the guy off with a warning or charged him with a lesser offense.
