Sebelius told Congress this afternoon that she will indeed agree to testify about the O-Care rollout — just not this week, as she has a scheduling conflict. Here’s a question for her when she does via Byron York: How are they paying for this all-hands-on-deck salvage operation of Healthcare.gov, which even The One himself described as a “tech surge” in the Rose Garden today? I’m not asking that rhetorically, either. Appropriations can be very confusing; plenty of people watching the “defund” pageant play out assumed, I think, that a shutdown would mean choking off funding for ObamaCare until it was over. Not so, but you can understand why that mistaken impression might be had. Maybe York and I — and John Cornyn — are similarly mistaken and there’s an obvious source of funds for the “surge,” but if so, what?

Oh no, it is far more heinous than that. Our Congress just granted the President the authority to borrow as much money as he pleases between now and February. We no longer have a debt ceiling. Instead we have a borrowing deadline.
In the four months leading up to the deadline, I fully expect our national debt to grow by a whopping $750 billion. This nets to an annual increase of $2.25 trillion which will surpass the rate of debt accumulation during 2009 when Pelosi was in charge of the House.
Ya know what? I don’t know where the money will come from, but I do klnow where it will not come from.
It won’t come from Obama;s vacation and Air Force One trips nor food stamps, welfare,or any other entitlement program.

Not just where is the money coming from, but how is it being applied.
There’s a little thing called the “FAR”. Federal Acquisition Regulations. There are very detailed, very specific rules that MUST be followed by law for contractual services to the government at EVERY level.
There’s no way that Obama or anyone else is calling in an outside tiger-team (aka Best and Brightest) to fix Healthcare.gov on a month and a half to two month turnaround without blatant, outrageous disregard for the FAR and Federal contracting rules.
The Congressional Republicans jumping on this, jumping on this NOW and jumping on this HARD - VERY VERY HARD - will put the breaks on any effort to engage in illegality in getting this disaster “fixed”. Even the whiff of possible Congressional oversight involvement is going to result in the involved Federal Contracting Officers - and probably the vendors as well - suddenly deciding that they really need to follow the letter of the law. Regardless of what their political master say. Ultimately this administration and it’s Schedule Cs and other political appointees will be gone. COs and most vendors will realize that they need to look out for their futures beyond that ...
