In California there was a guy a while back who was fined for using water falling on his house lot for the purpose of watering his garden.

The state claimed that the water needed to be allowed to flow into the public reservoirs, I assume so that they could charge him for it when he turned on the tap.

The world is upside down. Hide your water barrels.

OMG!!!

You’d think in a state full of nature nuts that using water from a natural source would be celebrated! What do they think he would do with the water? Just let it evaporate?

Water control is how the farmers in the Valley work. The vineyards don’t want rainwater at all. They grow grapes in the desert beca since they can rely on no rain, they can more completely control how much water gets to their vines through irrigation.
