The bipartisan deal to reopen the government and temporarily lift the debt ceiling includes one small Obamacare elementa provision that says peoples incomes must be verified before they can get Obamacare subsidies to help pay their insurance premiums.

Healthcare.gov is falling to pieces, and there’s now a brand new systems integration requirement generated that MUST be included, by law.
Where does the income validation come from? How long will it take to establish the interface? Once the interface IS established, how long does the actual verification take?
I dont think this is a fig leaf. It’s a major new, late arriving systems requirement thats going to cause even more problems with Healthcare.gov.
