I think Boehner’s betrayal of conservatives with his violation of the Hastert Rule has open a lot of eyes. Now we may see some tea party leadership emerge whereas before Boehner was ‘promising’ he would stick by the Hastert Rule.
Boehner’s promise fits more with your single bullet analogy. I don’t believe constituents of tea party conservatives are going to take this lying down.

It was leaked that he warned his caucus last week that he would increase the debt limit with or without them to avoid a default, ie to avoid him getting blamed.
