I know someone who is an executive with one of the largest insurance providers in the country. He said that Obama has not given the insurers a working software application to be able to allow them to sell to individuals. In three years, the administration has not even figured out how to do that. The insurers have no guidance from the feds.
I guess you're talking about a non state-exchange state?
Here in Washington State insurers are selling both on and off the exchange.
