You may be interested to know that the State improperly transferred those sovereign navigable waters to create the CNSSP IN 1980. Those waters are/were held in Trust for the people and can not be wholly alienated from them. If you find that those waters are “closed” you may want to peruse the nine stipulations the State made to the “AGREEMENT”. One of which stipulated the “absolute right of the people to fish on and engage in other lawful activities”. Jus saying.

Yes, I remember that deal when it went down at the time. I was making a living shellfishing in the lagoon.

Several of us tried warning the state lawmakers that the Feds would eventually make it hard on those making a living there.

Sure enough it wasn't long before they required a Federal Permit for commercial shellfishermen. Initially just a few dollars it had gone up to $100 when I got out of it in the mid '90s. Plus they added the requirement of keeping catch logs to be submitted monthly to the NPS. Of course they then added steep fines for those who didn't comply.

Then they had to hire more rangers to enforce all the new regs.(Including one who would pilot an ultralight aircraft)

One other thing they reneged on was they were never supposed to charge an entrance fee to public. That lasted a few years then they started charging to get in. I'm retired from all that now, but thanks for the suggestion. I'll pass it on to those still working the lagoon. Just as well because I definitely would have ignored the "closure" and probably been arrested.
